This plate belongs to a member of the Alpha Kappa Alpha sorority. The actual phrase is "Skee Wee", which is a kind of call/yell that the sorority sisters use to identify each other. It's usually a very loud and high-pitched screech, similar to a cat whose tail got trapped in a closing door.
