I thought it might be a play on the word capiche. Then I found a song called "Felicia, No Capicia" on an album by Louis Prima and his orchestra. I looked up capicia in an Italian dictionary but got nothing. I think our pal Louis changed the word capiche so it would rhyme with Felicia. Just a play on words really. IMO. Not sure what it is about Felicia that he doesn't get though.
