In French slang, "un Bougnat" is someone from the Auvergne region. The term is slightly pejorative. Because Auvergne natives in Paris often ran cheap cafes and bars, by extension the term can refer to an old-timey, unpretentious cafe.
So, if the owner of the car is really from the Auvergne, he might be saying, "You thought I was a hick but look at me now" or "I may live in Beverly Hills but I still keep it real! Represent!"
#1 - I know you are trying to say something neat, but I have no clue what that letter combo makes
or
#2 - Why in the world would you put that on your car -- what's the point?
