could be referring to the claw-hammer technique of playing banjo in bluegrass music....
just a guess.
Geez, most every hammer you find in a tool box is a claw hammer--it has a side opposite the head to pull nails and is curved like a claw. . .
Yeah... but still makes no sense to why you'd put it on your license plate...
