Hard to positively confirm the plate design from the picture but it looks like a Yosemite National Park specialty plate, on the car of a Yosemite-phile.
Tenaya is but one of a number of lakes there and named after Chief Tenaya (??-1853), a Yosemite Valley Native American. Don't know about the "7" part but maybe other "#TENAYA" combinations were already taken. :)
#1 - I know you are trying to say something neat, but I have no clue what that letter combo makes
