i have no idea. but if i had to guess i would say that maybe it's a super nerdy computer command or something. F1 blah blah blah :)
In F1, a "tifoso" refers to a Ferrari supporter.
Anonymous has it right. "Tifoso" is Italian for football (won't call it soccer, no I won't) fan, no matter the team and it's used also for the Scuderia Ferrari fans.
So the license plate says that the owner is supports Ferrari in Formula 1 races.
I think it's supposed to say "Fit for sure"--maybe an exercise nut?
