Anonymous has it right. "Tifoso" is Italian for football (won't call it soccer, no I won't) fan, no matter the team and it's used also for the Scuderia Ferrari fans.
So the license plate says that the owner is supports Ferrari in Formula 1 races.
#1 - I know you are trying to say something neat, but I have no clue what that letter combo makes
or
#2 - Why in the world would you put that on your car -- what's the point?
